Calcutta Bridge Collapse: Permit-License Quota Story?
Rajaji was telling that Permit, license and quota are the root cause of corruption, and his persistence was irritating not only Nehru but all those who have started enjoying the fruits of freedom after occupying the offices. He used to describe it as Permit, license, quota Raj. This PLQ Raj has played much havoc since 1947 with its innovative methods and new found avenues of corruption, which the erstwhile Raj was hesitating to do.
With the same vehemence, he opposed the linguistic division of states, as it would take the people back to the tribal mind set and ultimately that has happened.
Whether it was palatable or not, he was insisting all along his life, that, no elected government should remain in office after the announcement of elections. Those days, this much meddling in the poll process were not there. Nowadays, the police and the returning officers have to dance to the tunes of the ruling party, till the results are declared.
Another area where the public money is wasted is the mega projects, which is a level playing field for all. There is no winner or loser in this. All are like rank holders. The ruling party, by virtue of its being the ruling party at a given point of time, has got a legitimacy to retain the project for itself and to decide with whom a work or contract should be allotted. The officials have a duty to prepare the plan outlay as per the wishes of those in power and execute the orders with due attention to the oral orders from those in power.
With the introduction of Panchayat Raj, more powers have been provided to more number of players and all are in the game. In this we have three medalists, with winner, runner and runner-up getting gold, silver and bronze respectively at various tournaments.
The mutual understanding between the officials is very crucial in the case of big projects, as they have to certify the work at all levels, though they see violations or lack of quality in works executed at every stages of the projects. This mutual understanding is for the benefit of all those concerned.
So, if a fly over falls, or a multi-storied bulging collapses, no body will be held responsible as there is no one to accuse. No commission of inquiry will indicate any one and fix responsibility for the damages, as the commission of inquiry also has to fulfill the desires of those who appointed. Its work is also not of any ordinary type as the completion of a report without embarrassing any one is also a Herculean task
The general public has a limited role in this, that is only to pay taxes for enabling the government to prepare plans and projects. In case of any calamities they can only voice for any relief. The runner team has a duty of representing the victims at this level asking for any solace, the quantum for which is the ultimate decision of the winner team.
This is the pattern we follow every day, whether it is a building collapse at Moulivakkam, or a big fire accident in a fire works at Sivakasi, or a great tragedy as happened in Bhopal or a collapse of a railway over bridge in U P., or the recent one in the metropolitan city of Kolkata. And it is moving on well, to witness another one like this unmindful of the engulfing dangers.
Carrying the burdens over his head the common man is walking free because, he knows pretty well, that he has a mighty weapon called ballot in his hands. Is he is angry with today’s winner, he can use the ballot to pull down the winner to the runner’s position for the next term. With technological advancement, instead of using the ballot, the repositioning could be done at the touch of a button.
We are moving without any pain because, the team players have taught us repeatedly that ours is a vibrant democracy.
