Why no full statehood for Delhi?

Do you know what really Delhi is? Is it a Capital of a great country of mass population, a political center of both Bharat and Asia, or a State just like other states in our nation? In fact, it’s a mixture of all locations stated herein but it is different from other Bharatian States in two ways. First being the Bharatian Capital, and secondly it’s constituted with the Partial Statehood as per the Article 7 of our Bharatian Constitution. Being the Capital’s Inner Force, Delhi Police will be kept under Central Government and not beneath the State Government. On behalf of the former, Home Ministry has had the powers to recruit the officers, to pass order to it, to reform it, and to summon the police officers. On the contrary, the State Government can only request the Home Ministry and the Lower Governor for above or other tasks.

Delhi Police triples its identity as a

1. Civilian Force

2. Protection Force of Ministries & Offices of All States and Foreign Nations

3. Centralized Investigation Agency in form of its branch – CBI

Who knows whether R&AW, IB, and NIA were established as a branch of Delhi Police? As per the Military System founded by His Highness Chhatarpati Shivaji, the Prime Minister acts as the Head of Government without the power to rule Indian Military. It has to be led by the President of India. Similarly, Delhi Police being an internal force is under Central Government and not State Government. Indian Army, Indian Navy, Indian Air Force, CBI, R&AW, IB, NIA, and Delhi Police are reporting to Union Home Ministry and in turn to Central Government. Moving any of these National Security Forces will affect other forces, and that affect will be sufficient enough to bring the chaos. Unfortunately, Mr. Arvind Kejriwal and his Aam Aadmi Party don’t understand this.

In addition to this inner force, NDMC and Lutyens Delhi come under Central Government. This factor of Partial Statehood not only helps to have a centralized and better management of the Capital but also saves our nation from clashes between political parties. This is what termed as an ideal situation and an ideal solution.

Now, raising demands for full statehood for establishing Puran Swarajay (complete independence or self-governed) were into motion with the previous State Governments but its echoes are back now with protestation on roads by the current Chief Minister and his ruling party – Aam Aadmi Party. Let us take the historical demand of Puran Swarajay first. Delhi State Government with just partial statehood is more than sufficient because of security reasons. Before suggesting its denial, one should understand that Delhi is not just like other states, it’s the capital of one of the biggest democratic countries having a great population. Making it completely independent or giving it Puran Swarajay means it will have full statehood and all the decisions related to the force, investigative agency, and other agencies. If you search on Google or other Web search engines for any country capital with statehood will result into none.

If the Delhi Police comes under the State Government of Delhi then tomorrow there can be clashes related to the security issues of Embassies and Ministries between the different political parties ruling the Central and State Governments, which is a quite often repetitive situation in India. This will lead to the chaos and law & order issues resulting into a great threat to our national security and sovereignty. We’ve seen a recent example in the form of on-road agitation by Aam Aadmi Party demanding the suspension of four SHOs and one ACP of Delhi Police. Repetition of such a situation will lead to chaos for sure.

Any Example

United States of America is not giving any kind of statehood to its capital Washington D.C. even after decades of continuance protestation by the capital’s citizens. They’re even deprived of their voting rights to take part in electing the Government, especially when USA is one of the largest democratic countries. The US Government remarks the Capital Statehood as a danger to national security.

Washington D.C. is a federal district as a capital under the control of the United States Congress. Imparting statehood means the citizens will have voting representation and the Congress will have full control to manage the country capital. After statehood, it will be called New Columbia. This movement is denoted as District of Columbia Statehood Movement. James Madison argued (in Federalist No. 43) that the national capital needed to be distinct from the states in order to provide for its own maintenance and safety. He wrote, “but a dependence of the members of the general government on the State comprehending the seat of the government, for protection in the exercise of their duty, might bring on the national councils an imputation of awe or influence, equally dishonorable to the government and dissatisfactory to the other members of the Confederacy.”

Conclusion

Giving full statehood to Delhi will sure bring Puran Swarajay for the Delhi State but creates the issues for Puran Swarajay of India as the elected Central Government will be deprived of the rights like managing the inner force to own security, protection of Embassies and Ministries, and creates a great danger for our country’s security, sovereignty, and even Independence.

Recommended Action

Every citizen of Delhi and India is advised not to give heed to the voices to bring full statehood in Delhi, as it will be a threat to our nation. Giving complete power to State Government will obviously deprives some power of Central Government in the same jurisdiction.
